    "It's a shame that on the day after trying to shut off debate on the Iraq war, Senate Democrats have now refused to allow a vote on a resolution stating that Congress will not cut off funding for troops in harm's way.

    "I hope House Democrats will allow the House to take a more open approach on this issue.
