The tragedy happened exactly three years ago. While in the line of duty, Eric Williams was killed by an inmate at the federal penitentiary in Canaan, Pennsylvania. Officer Williams, who joined the Bureau of Prisons on September 11, 2001, was armed with only handcuffs during the attack. 

Friday, in his honor, Speaker Ryan signed S. 238, the Eric Williams Correctional Officer Protection Act, which will provide officers with non-lethal pepper spray so they can better defend themselves. 

"It's that simple, and it would have saved Officer Williams' life." explained Rep. Tom Marino (R-PA), who sponsored the bill and joined Speaker Ryan during the signing ceremony. The legislation now heads to the White House to become law.
