Dear Democratic Colleague,

The Capitol of the United States has always been a welcoming beacon of democracy for the American people and to the world.  The past year, because of the pandemic, and the past few months, because of January 6th, have greatly curtailed the opportunity for people to experience and workers to participate in a way that is safe and secure.

This week has been a successful one, as we made great progress in honoring our responsibility to protect the U.S. Capitol Complex.  Today, Appropriations Chair Rosa DeLauro introduced emergency security supplemental to respond to the January 6th insurrection.  This supplemental reflects the findings of General Honoré’s report and the Inspector General's reports to the Appropriations Committee and the Committee House Administration led by Chair Zoe Lofgren.  Passage of this supplemental is scheduled for next week. 

January 6th was one of the darkest days in America’s history.  In order to ensure that it can never happen again, we must seek the truth.  We are all grateful to Bennie Thompson, Chair of the Homeland Security Committee, for the agreement that he and Ranking Member John Katko achieved to establish a 9/11-type Commission.  The purpose of the Commission is to review and report on the facts, causes and security relating to the January 6th terrorist mob attack.  The bipartisan agreement on the Commission is already receiving strong outside validation.  Legislation to create this Commission will also come to the Floor next week. 

Next, I want to call your attention to updated guidance from the Office of the Attending Physician regarding the coronavirus.  As Dr. Monahan wrote regarding the House Floor: “For The Hall Of The House: The present mask requirement and other guidelines remain unchanged until all Members and Floor staff are fully vaccinated.”  

Returning the Capitol to the welcoming and safe venue that it has been requires us to not only secure it physically but to make it safe from the virus.
