 WASHINGTON, D.C. U.S. House Majority Leader John Boehner (R-OH) today issued the following statement upon the signing of the USA PATRIOT Act by President Bush:

"The tools provided by the PATRIOT Act have been crucial in helping law enforcement to detect, disrupt, and dismantle terrorist plots while preserving Americans’ civil liberties. The arsenal of democracy requires not just tanks and guns but information on what terrorists are planning and where. The PATRIOT Act has provided that, and has been a key element of our ongoing battle against international terrorism.

"This measure is also a victory not just for the War on Terror, but for families and communities across the country affected by the scourge of methamphetamine labs and abuse. We must give the law enforcement community the necessary tools to address this meth epidemic, and this bill does just that."

Over the last four years, the PATRIOT Act has been a crucial asset in combating terrorism, protecting our citizens, and securing our communities. Specifically, the conference report:

  • Permanently eliminates barriers that had prevented information sharing and better coordination between law enforcement and the intelligence community;
  • Updates the law to reflect new technologies and new threats;
  • Enhances penalties for those who commit acts of terrorism and those who harbor terrorists;
  • Strengthens efforts to combat terrorism at America’s seaports;
  • Increases penalties for attacks against railroad and mass transit;
  • Makes certain air piracy crimes subject to the death penalty;
  • Strengthens efforts to combat terrorism financing;
  • Makes permanent 14 of the 16 expiring PATRIOT Act provisions; and
  • Combats the scourge of methamphetamine labs and abuse across the country.
