"We must restore the trust between the American people and their government. The package Chairman Dreier outlined this morning is an important first step in changing the way Congress does business.
"I’m pleased that the proposal includes institutional reforms that bring greater transparency and accountability to the processes governing lobbying disclosure and congressional spending. Such changes are essential to changing the culture of Washington– and they’ll complement the progress House Appropriations Committee Chairman Jerry Lewis (R-CA) has already made in reducing the amount of taxpayer money being spent on earmarks.
